New end users on the forum is not going to be able to ship PM untill sure requirements are met (you should have at least 6 posts in almost any sub Discussion board). New users around the forum will never be capable to mail PM untill specific criteria are satisfied (you might want to have at the very least six posts in any sub Discussion board).
